What is the Istanbul Convention?

The Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence, as it is known, was opened for signature in Istanbul on 11 May 2011 and entered into force in 2014. The Istanbul Convention, which is an international document, focuses on the prevention of violence against women and domestic violence.

Istanbul Convention Purpose

  • To promote international cooperation in order to eliminate domestic violence and violence against women.
  • Develop comprehensive measures and policies to protect victims of domestic violence and assist victims of violence.

Istanbul Convention Articles

The four main articles of the Istanbul Convention are based on the prevention of all kinds of violence against women and protection of victims of violence, punishment of criminals and implementation of effective cooperation policies in the field of combating violence against women.

1. Prevention

  • Providing an adequate number of shelters and free telephone helplines available around the clock;

3. Trial

  • Ensuring that law enforcement officials are able to provide immediate assistance to those seeking help and respond competently in dangerous situations;

  • Ensuring that the grounds of tradition, custom, religion, or “honor” are not accepted as an excuse for any act of violence;
  • Ensuring that violence against women is criminalized and that the necessary penalties are imposed;

4. Holistic Policies

Ensure that all the above measures are part of comprehensive and coordinated policies, and ensure a holistic response to violence against women.

Offenses Under the Contract

There is an obligation to impose a criminal or legal sanction in case of crimes such as sexual harassment, violence against women, harassment, violence at home, forced abortion, early marriage, forced marriage. Some of these crimes are as follows;

  • Domestic violence (physical, sexual, psychological or economic)
  • Harassment tracking;
  • Sexual violence, including rape;
  • Sexual harassment;
  • Forced marriage;
  • Circumcision of women;
  • Do not force abortion and sterilization.

The message in the convention is that domestic violence and violence against women are not issues to be reserved for private life. Even if the victim is a spouse, lover or family member, this person should be punished severely.
